Are we setting the right pace for advancing EL students to English fluency?

Percent of “ever-EL” students in Calistoga Joint USD and 15 similar districts who have been reclassified as fluent-English proficient (RFEP), grade by grade. (Not the RFEP rate, but the ratio of RFEPs to “ever-ELs.”).

Answer: Maybe in elementary grades, and certainly in middle grades. But not in high school.
